Version 2.7 adds conversion between the Koln romanization and Tamil in Unicode
and from Tamil in Unicode to Indicist (ISO 15919) romanization. 

Version 2.6
adds Penn2IPA, which converts from the pure ASCII romanization used by the University
of Pennsylvania South Asian Language Resource Center and various other organizations to IPA
(from which it can in turn be converted to Tamil script if so desired by using IPA2Tamil).

Version 2.5 adds several transliteration programs to the package:
   Tamil2IPA	Tamil script to International Phonetic Alphabet
   IPA2Tamil	International Phonetic Alphabet  or Colloquial Tamil romanization to Tamil script
   CT2IPA	Colloquial Tamil romanization to International Phonetic Alphabet
   UName2Tamil	Unicode character names enclosed in angle brackets
		(as used in POSIX locale source files) to actual Tamil characters

Version 2.4 fixes two bugs in tscii2uni:
	(a) failure to reorder AI;
	(b) mapping of th to k.

and adds a command line flag to tscii2uni controlling translation of Tamil Digit Zero.

iscii2itrans now uses short command line options for consistancy with the C programs.

Otherwise, the changes are autoconfiscation of the entire package,
provision of standard command line options, and addition of various reports
of numbers of characters converted and so forth.
